Sde Dov site, located in the northwestern part of the city of Tel Aviv, is one of the most significant areas for development within the city boundaries. The planned Sde Dov district covers an area of approximately 1,600 dunams. Today, the airport complex is active in an area of about 800 dunams, and a strip of beach and open spaces are also available for the public. The outline plan of Tel Aviv establishes the Sde Dov area as an area for future planning.

The Sde Dov district is essentially the last opportunity for the city to plan a new urban district from the ground up using an intelligent and innovative planning, and to provide housing, public spaces, workplaces, places of commerce and social infrastructure capable of meeting the needs of a growing and renewing city.

About 16,000 housing units are planned to be built in the district with an expected population of about 41,000 people. Also planned in the district are: commerce over an area of about 126,000 square meters; about 2,000 hotel rooms of various types; employment over an area of about 332,000 square meters; public institutions over an area of approximately 155 dunams; public open spaces over about 470 dunams; and a marina of about 1,000 berths based on the expansion of the existing Reading berth. The main planning of the program was conducted along side the environmental monitoring and the preparation of the report. The program team included a variety of consultants for the environment, sustainability, climate, drainage, transportation, economics, and more, with the goal of producing a unique planning outline that combines sustainable development principles and innovative urban technologies.

The review of the impact on the environment was written according to the instructions of the Ministry of Environmental Protection dated 11.30.2015 given according to the decision of the district committee, and its updates dated 11.4.2016. During 2018 it was decided to separate the marine part that includes the extended mooring and the rear of the mooring from this plan. Therefore, some of the review tasks that deal with marine models are not included in this review and will be submitted in a different statutory framework.
